GUSTAVO CAMACHO’S RECORD AND VISION FOR A BETTER PICO RIVERA

Over the last four years, Pico Rivera has faced major challenges and equally important opportunities. Through it all, I have remained focused on the priorities that matter most to our residents: keeping our neighborhoods safe, protecting the City’s financial stability, improving our roads and infrastructure, rebuilding our parks, attracting investment, supporting our veterans, addressing housing and homelessness, and planning responsibly for Pico Rivera’s future.

Many of the projects we talked about four years ago are no longer just ideas. They have been funded, designed, approved, completed, or are now moving into construction.

There is still more work ahead. My commitment is to build on the progress we have made with experienced leadership, strong partnerships, fiscal responsibility, and a clear vision for the future.

PUBLIC SAFETY

Keeping Pico Rivera safe remains my highest responsibility as a Mayor, Councilmember, husband, father, and resident.

Over the last four years, we have continued investing in our partnership with the Los Angeles County Sheriff’s Department while strengthening crime prevention, neighborhood enforcement, graffiti abatement, emergency preparedness, and community-based public safety efforts.

I believe effective public safety requires more than enforcement alone. It requires collaboration among law enforcement, residents, businesses, schools, faith-based organizations, private security, and City government.

That is why I have supported efforts to bring these groups together, address concerns at our shopping centers and neighborhoods, improve communication with law enforcement, and make sure our deputies have the resources necessary to protect our community.

Moving forward, I will continue making public safety a top priority, supporting our deputies and first responders while strengthening the trust and partnerships necessary to keep Pico Rivera a safe place to live, raise a family, operate a business, and retire.

FISCAL RESPONSIBILITY & BALANCED BUDGETS

A strong city begins with strong finances.

During uncertain economic times, we made difficult decisions to protect Pico Rivera’s financial stability while continuing to provide essential services. Those decisions helped put our city in a strong position today.

Pico Rivera has maintained balanced budgets, established a strong 50% reserve policy, responsibly managed taxpayer dollars, and continued investing in public safety, infrastructure, parks, facilities, and community services.

Our adopted FY 2025-26 and FY 2026-27 General Fund budgets are balanced. The city has also maintained strong reserves and the California State Auditor has identified Pico Rivera as a financially low-risk city. That assessment looks at important measures such as our reserves, liquidity, debt obligations, revenue trends and long-term liabilities. It provides an independent measure of the City’s fiscal condition and our ability to meet both short- and long-term financial obligations.”

Fiscal responsibility is not simply about saving money, it is about creating the financial capacity to invest in our community without jeopardizing our future.

I will continue demanding accountability, long-term financial planning, responsible reserves, transparency, and disciplined spending so that Pico Rivera remains financially strong for the next generation.

INFRASTRUCTURE, ROADS & CITY BEAUTIFICATION

Residents deserve a city that looks good, works well, and invests in its neighborhoods.

Over the last four years, Pico Rivera has advanced an ambitious $208 Million Capital Improvement Program that includes road resurfacing and repairs, water and sewer improvements, landscaping, medians, public facilities, sidewalks, signage, transportation improvements, and other infrastructure projects throughout our community over the next 5 years.

We have also made beautification an important part of our long-term strategy. Improving landscaping, gateways, streetscapes, signage, public spaces, and neighborhood infrastructure strengthens community pride and protects property values.

These investments are not temporary improvements. They are part of a larger strategy to modernize Pico Rivera and position our city for the future.

I will continue pursuing federal, state, county, and regional funding so we can leverage local dollars and bring millions more back to Pico Rivera for roads, water systems, public facilities, transportation, and neighborhood improvements.

PARKS, RECREATION & OPEN SPACE

Four years ago, several of our major park projects were still on the drawing board. Today, we are turning those plans into reality.

The new Alebrije Dog Park opened in 2026, creating another recreational amenity for our residents and their pets.

Construction is now moving forward on the transformation of the $39 Million Smith Park Aquatic and Community Center; a major investment that will replace an aging facility with a modern aquatic and community destination for many residents of Pico Rivera.

We have also secured millions of dollars toward the reconstruction of the $12 Million Rio Hondo Park and continue working to improve existing parks while identifying opportunities for new parks, trails, paseos, green spaces, recreational facilities, and nontraditional park space.

This is especially important because Pico Rivera has historically been a park-poor community and faces the loss and disruption of recreational land associated with the Whittier Narrows Dam Safety Modification Project.

My goal remains clear: everyone should have access to quality parks, recreation, open space, and facilities that our families can be proud of.

ECONOMIC DEVELOPMENT & WHITTIER BOULEVARD REVITALIZATION

Economic development means creating opportunity while preserving the character of Pico Rivera.

Over the last four years, we have moved beyond simply talking about revitalization and have begun laying the foundation for long-term economic transformation.

One of our most important initiatives is the Historic Whittier Boulevard Revitalization Program. The city adopted the Historic Whittier Boulevard Multimodal Plan in 2024 and later approved the Historic Whittier Boulevard Vision Plan.

Our vision is to transform this historic corridor into a vibrant Uptown Pico Rivera; supporting existing and new businesses, restaurants, public spaces, improved streetscapes, safer walking and bicycling, arts and culture, and appropriately located housing.

We are also strategically positioning City-owned properties to encourage investment and development that benefits the community.

Economic development should strengthen, not erase the identity of Pico Rivera. I want to attract quality businesses, create jobs, expand our tax base, support local entrepreneurs, and create places where residents can shop, dine, work, gather, and enjoy their own community.

PICO RIVERA 2035 — BUILDING THE CITY OF TOMORROW

Pico Rivera 2035 is our long-term roadmap for transforming our city while protecting the character and values that make Pico Rivera home.

What began as a community and economic recovery strategy has evolved into a comprehensive revitalization program designed to create sustainable economic growth, modern infrastructure, better transportation, new housing opportunities, more parks and open space, and stronger commercial districts.

Pico Rivera 2035 focuses investment and planning along five major corridors:

Whittier Boulevard — creating a vibrant Uptown district with businesses, dining, public spaces, multimodal improvements, appropriately located housing, and a stronger sense of place.
Washington Boulevard — preparing for future transit-oriented development and opportunities created by regional transportation investments.
Rosemead Boulevard — improving regional mobility, safety, active transportation, landscaping, and connectivity through the Rosemead/Lakewood Complete Corridor vision.
Rio Hondo — expanding recreational opportunities, trails, open space, environmental improvements, water conservation, and regional connectivity.
San Gabriel River — strengthening our connection to one of the region’s most important natural, recreational, and transportation corridors.

PR 2035 also includes major initiatives such as a potential Pico Rivera regional passenger rail station, future Metro connectivity, the Southeast Los Angeles Micro-EV Technology Hub, riverfront recreation and economic development, new parks and open spaces, and strategic redevelopment opportunities.

The goal is not growth simply for the sake of growth. It is smart, responsible growth that benefits Pico Rivera residents; creating jobs, expanding our tax base, improving transportation, protecting neighborhoods, increasing recreational opportunities, and positioning Pico Rivera to compete for public and private investment.

HOUSING & HOMELESSNESS

Housing policy must balance compassion, affordability, neighborhood quality, and local control.

Pico Rivera has continued implementing its State-required Housing Element while working to create opportunities for housing at different income levels.

I support creating additional housing opportunities in appropriate locations, particularly along major commercial and future transit corridors, while protecting the character and quality of life of our established single-family neighborhoods.

Our Whittier Boulevard and Washington Boulevard planning efforts provide opportunities to thoughtfully integrate housing, businesses, transportation, and public spaces rather than forcing incompatible development into established neighborhoods.

At the same time, homelessness requires both compassion and accountability. We must continue working with the Sheriff’s Department, Los Angeles County, outreach providers, mental-health professionals, and nonprofit organizations to connect individuals with services while keeping our parks, sidewalks, shopping centers, and public spaces safe and accessible.

We must address the human problem without ignoring the impact homelessness has on residents and businesses.

SUPPORTING OUR VETERANS

Pico Rivera will always honor those who served our country.

Supporting veterans has been one of my longstanding priorities.

We rebuilt Veterans Memorial Plaza, established the City’s Veterans Resource Center, and brought a Veterans Service Officer directly into our community so local veterans and their families can receive assistance accessing benefits, claims, burial services, survivor benefits, transportation resources, and other services.

In 2024, Pico Rivera was designated a Purple Heart City, recognizing the courage and sacrifice of servicemembers wounded or killed in combat.

In 2026, we took another important step by unveiling Pico Rivera’s new Purple Heart Monument, creating a permanent tribute to Purple Heart recipients and their families.

Our responsibility is not limited to ceremonies. Honoring veterans means making sure they know their community remembers their sacrifice and stands ready to help them when they need assistance.

I will continue supporting our veterans, their families, our VFW and American Legion, and the programs that connect those who served with the benefits and recognition they earned.

WORKFORCE DEVELOPMENT & OPPORTUNITY

The future of Pico Rivera must include opportunities for our residents to participate in the jobs and industries we are working to attract.

Economic development and workforce development must go hand in hand.

As a board member of the Los Angeles County Workforce Development Board, I support stronger partnerships with El Rancho Unified School District, El Rancho Adult School, Río Hondo College, organized labor and the building trades, workforce development agencies, employers, and emerging industries.

These partnerships can create pathways into construction, healthcare, manufacturing, infrastructure, public service, technology, clean energy, transportation, and other careers that provide family-supporting wages.

As Pico Rivera attracts new investment and undertakes major construction and infrastructure projects, we should continue looking for ways to connect local residents, especially our young people, with apprenticeships, career training, certifications, internships, and employment opportunities.

ENVIRONMENT, CLEAN ENERGY & SUSTAINABILITY

Environmental responsibility and economic opportunity can work together.

Pico Rivera has taken significant steps toward cleaner energy, greater efficiency, climate resilience, water conservation, urban greening, and sustainable transportation. Winning multiple awards in sustainability efforts and programs.

Our efforts include cleaner and more affordable energy choices, energy-efficiency programs, planning for electric transportation and emerging technologies, improvements to bicycle and pedestrian connectivity, additional landscaping and green space, and long-term planning for our river corridors.

Through programs such as Pico Rivera’s local energy initiatives and the broader PR 2035 vision, we are working to lower costs where possible, improve environmental quality, and position Pico Rivera to compete for the jobs and investments being created by the transition to a cleaner economy.

Our environmental strategy should ultimately improve residents’ everyday quality of life: cleaner neighborhoods, more trees and parks, safer streets, lower energy costs, better transportation choices, and a healthier community.

EXPERIENCE. PARTNERSHIPS. RESULTS.

Over the last four years, we have taken on difficult challenges, but we stayed focused.

We strengthened our finances. We invested in public safety. We secured millions of dollars for our community. We opened new recreational amenities. We moved long-awaited park and aquatic projects into construction. We advanced major road and infrastructure improvements. We created a vision for Whittier Boulevard. We expanded services for veterans. And through Pico Rivera 2035, we established a roadmap for the City’s future.

None of this happens through one person alone. It requires a strong City Council, dedicated City employees, engaged residents, and partnerships with our federal, state, county, school, business, labor, and community leaders.

Those relationships matter. Experience matters. Financial stability matters. And most importantly, results matter.

I am running for re-election because there is more work to finish.

My commitment is to keep Pico Rivera financially strong, protect our neighborhoods, complete the projects we have started, bring new investment and opportunities to our community, and make sure the progress we are making today creates a stronger Pico Rivera for the generations that follow us.
